PREFACE
·     Allah is the Creator of the entire universe.
·     Entire universe obeys his orders and functions according to his wish and orders.
·     Allah has made Man his vicegerent in this world and granted him freedom of action.
·     With freedom of action God showed man his dearest way of life that is Islam.
·     Islam was explained to the people through messengers, through Prophet Mohammed the last messenger, the final way of life was revealed till doomsday.
·     By giving freedom of action and showing the right path God has tested human beings. Whoever follows Gods way of life- Islam- will succeed otherwise will fail.
·     Islam is a complete way of life it guides all areas of life may it be politics or economy, Family life or self development. Islam clearly guides at all levels.
·     Islam should be followed in its entirety may it be at personal or social level.
·     A Muslim should not only follow Islam but should also implement it in its entirety
·     This means a Muslim should practice Islam at his personal level totally. Should spread and propagate it, and try to implement it in all those quarters where it is generally not implemented.
·     It’s a foremost necessity of the Muslim Ummah to prepare students and youth and develop them so that they are able to carry out their important duties.
·     SIO has been established for this purpose.
·     SIO imparts the right spirit to students and youth and gives them deep knowledge and understanding of Islam.
·     SIO persuades students and youth to practice Islam and provides them the environment which helps them practice it.
·     SIO prepares students and youth to spread Islam. It provides them necessary opportunities, resources and guidance.
·     SIO nurtures talents of students and youth. It develops them so that they are able to play an effective role in the cause of Islam.
·     SIO nurtures the required passions and characteristics in them that will keep them consistently active to fulfill their responsibility.
·     SIO does this work especially among students and educational institutions.
·     The only goal of SIO in all its endeavors is Allah’s and success in Hereafter.

Inaugural Words

Brothers,
By grace of God our thirteenth term has began with new ambitions and high spirits. Our new policy and programme is in your hands come let us try to put life in this sketch. At this point I want to draw some matters to your attention.
Our organisation is completing its 25 years of journey. This is the time when apart from celebrating we should do serious introspection about ourselves and at all levels in the organisation. We should think how much we have lived up to the expectations. We have to ponder how much we were able to widen our circle of associates. We have become the biggest students’ organisation. Our associates are working in the length and breadth of the country, in cities as well as rural areas. But there are some other fronts we need to turn around and look. With activities has impact of our thought also increased? Dose the Indian students’ community feel our presence?
Students and youth with their thinking and knowledge are an important part of this society. In their educational activities they should play a leading role in exploring new dimensions in the society. Because, we are the ones who can bring new ideas and implement them at the on the
practical front. If we commit mistakes in this process we have the capability to rectify them. Most of the people Prophet entrusted with the task of Islamic revolution were youngsters and were best among the society as far as their abilities were concerned. Even we need those people in our movement who don’t swim with the tide but have the courage to turn the tide around.
Second important thing is that our organisation is like a river which will merge into the ocean. But to reach the ocean we should make way according to our needs. Like this to reach their goals organisations review their approach and style of work. It is an immanent need that you prepare your mind and imagination to think in different dimensions. Otherwise we will become irrelevant to this society. I am confident that our associates all across the country will keep these principles in framing their activities.
Organisation’s CAC after detail deliberations have formed the policy programme of 2007-08. I want draw to your attention to some of its important characteristics.
Ø We repeatedly realise that our organisation is not just for Muslims but is of all students. We will address all kinds of students. Every single student of India can trust this organisation. All programmes have been planned keeping in mind this very principle.

Ø                    Keeping in view the Quranic injunction of ‘Be the torch bearers of Justice’Qawwameen-a-bil Qist we will raise student and educational issues and will try to solve them. To achieve this purpose we will make sure that
students of all ideologies and kinds participate widely. While raising issues we will show that this is the only Deen which guarantees Justice.
Ø    With improving the moral and educational environment of the campuses we will also try to make them responsible towards the society. For this we will popularise the concept of Creative Campus. With this perspective we will conduct our Debates, struggle, protests and demonstrations and all other programmes. Because this is part of the struggle for Amar bil M’aroof and Nahi anil Munkar {Commanding rights and stopping wrongs.}
Ø    We are aiming at 25% growth rate in this term. We will spread our message in a way that SIO becomes a powerful movement which can’t be ignored. On the one hand we should try to increase our associates and units; we should also see the impacts of our struggle. We should consider that people who are attracted towards us not just by studying our ideology and meeting our personalities but also by our slogans, programmes etc. So this aspect should be kept in view.
Ø                    Ø    We feel that Tazkiya is not an isolated part of our programme. But it is about constantly developing our inner-self. We have highlighted in this term that Tazkiya is the need of every individual and he should think about it. Our cadre should feel that their Tazkiya can only prepare them for the required student activism.
Our Tazkiya will be tested in the field. That’s why our all activities will increase our level of Tazkiya and our Tazkiya will spur our activism.

Dear friends,
All our time, money and talents in this movement should be only for the sake of Allah. Allah may forgive our mistakes. All our activities are actually aimed at achieving this goal.
You should always look at the bright possibilities, look for new possibilities! Uncompromising dedication will open up all the impregnable doors to us. Always remember this promise of Allah ‘those who struggle in our way we open up new ways for them and God is with those who do Ehsan’. Gear up lets begin our new term with new ambitions and high spirits.

POLICY

1]
A] SIO will try to present Islamic Dawah to students and youth in its right form and try to make it clear to them that Islam only guarantees the worldly success and the salvation hereafter.
The Organisation will pay special attention to the educational institutions and shall try to promote better moral and educational atmosphere and will try to promote the concept of Creative Campus there. SIO’s endeavour shall also be to establish brotherly relations amongst students.
B] SIO shall try to take clear stands on various issues related to education and students and shall carry out intensive efforts for resolving these issues. SIO shall try to achieve social justice in the educational field.
In its struggle for the betterment of the situation of the country, SIO shall try to ensure the large scale participation of students and youth. In solving the problems of students and education the focus of organization shall be Dawah.
C] SIO shall constantly strive for the educational development of students and youth and shall try to bring educational awareness in the country and to uplift the educational standard of Muslim students so that they could discharge their responsibility in the process of reconstruction of the society.
D] SIO shall pay special attention to Deeni Madaris and shall develop the talents of the students so that they could play an effective role in the Islamic Movement.

A]   SIO shall endeavour to bring about virtuous change in the lives of Muslim students and youth. It will seek           to make them true followers of Islam by framing their individual and collective life and developing their personalities on Islamic lines. Its endeavour will also be to enable them to play important role in the organised struggle of Islamic Movement. SIO shall attempt to create balanced thinking and to boost confidence in Muslim students and youths.
SIO’s cadre shall try individually for its self development (Tazkiya) with dedication to God and self assessment as motivating factors.
B]     SIO shall pay special attention to the training of the students associated with its Junior Circles. SIO shall try to induce consciousness in their faith, to improve their moral standards, to inculcate in them the spirit of spreading the message of Islam, to nourish their talents in the right direction and to elevate their educational standard.

SIO shall pay special attention to the expansion and consolidation of its activities. It shall try to spread its message in the length and breadth of the country and    expand its area of influence and to create in persons associated with it the organisational understanding, the harmony in their thinking and the undivided loyalty.
4]
As and when needed SIO shall try to mobilize students community’s opinion on important national, international, and social issues, by taking a clear stand on them.

Programme

EDUCATION AND EDUCATIONAL INSTITUTES
A]

All those associated with the Organisation must perform Dawah through individual contacts. Every member must develop individual contact with at least two persons.
Every Unit must organise bimonthly Dawah meets.
A campaign will be observed for Dawah purpose. 4. A day will be observed as e-Ethics day.
Campus Secretary will be appointed in each Zone.
A minimum of three experts will be developed in each Zone for guiding in the dawah work.
As per need students’ Dawah meet shall be organized at zonal level.
According to need the modern sciences will be presented in the clear Islamic perspectives through lectures.
Junior associates will organise get-togethers occasionally for their student friends.
Cadre will take maximum guidance from the Campus Guide.
Talking experts on various issues will be developed at Zonal level. Every expert will publish at least two articles on the concerned topic.
Co-curricular activities in colleges will be utilized for achieving moral objectives. Efforts shall be made to promote moral and academic atmosphere and also to eradicate moral evils from campuses
Cultural forums will be formed at Zonal level.
One workshop on culture will be organized at the central level.

It will be obligatory for every Zone to take up at least one issue related with education and students and try to solve it.
At Central level Educational Strategy Cell will be established to identify various national issues related to education and students and to present solutions for them. At zonal levels too such cells be established as per convenience.
Seminars will be conducted in selected cities on the topic Social Justice in Educational sector.
At Central level National workshop on Education will be organized.
With the support of local students forums will be established for different social objectives at local level.

The members and associates who have discontinued their education will be strongly motivated to carry on their further education.
Educational awareness campaign shall be observed at local level and 100% enrolment target will be achieved in selected colonies. Student community’s large-scale participation will be ensured in the campaign.
Muslim students and Youth will be motivated to continue their education and will be persuaded to improve their standards of education and efforts will be made to ensure that they achieve the highest possible level of education with good performance. At Local level proper means will be adopted towards this end.
At the Zonal level those Muslim students will be felicitated who achieve remarkable performance in various educational fields like science and technology, civil service examinations, medical and other professional courses, humanities and management.
Essential educational guidance will be provided to the students.
Meritorious students will be felicitated at the local level.
All necessary cooperation will be given for the consolidation of IFIT.

Tanzeem Talaba-e-Arabia will be established and efforts shall be made for its consolidation and expansion.
Every Zone will organise competitions for students of Deeni Madaris.
Every Zone will organise extension lectures on various subjects for students of Deeni Madaris.
Zones will conduct seminars at different places for the students of Deeni Madaris for Islamic Guidance in contemporary issues.
At Zonal level according to convenience Training Camp will be organised for select Students working in Deeni Madaris.
At Zonal level according to convenience Deeni-Madaris students’ camps will be organized.
Talents development groups will be formed for the Deeni Madaris students at local level.
Deeni Madaris Organiser will be appointed at Zonal level.

Tazkiyah

[A]
1] Those associated with organisation will develop their life and the lives of other Muslim students and youth on following lines:
l     Tazkiyah of mind and heart.
      i)    Deep understanding of fundamental beliefs of Islam and strong conviction in them
      ii)   Nourishment of desired qualities of heart (like Ikhlas, fear of Allah, Reliance in Him, Patience, Steadfastness, Spirit of Sacrifice, Gratefulness, Love of Allah, of His Prophet and love for humanity).
      iii)   To create a profound devotion to ijtamaiyat for Islamic cause.
      iv) To develop the understanding of Islamic perspective of different knowledge disciplines.
      v)   To cleanse the thought of all effects of materialism and (Jahiliyyah) Ignorance (ex. Careerism and consumerism….etc)
l     Tazkiyah of Deeds
      v    Frequent self introspection.
      v    To cleanse the life from all evils.
      v    To orient the life in accordance with the Islamic teachings.
      v    To be prompt in Faraiz, Nawafil, Dua,
            Zikr and Istighfar.
      v    To do Tilwah of Quran regularly.
      v    To adopt virtuous company.
      v    To spend time, talents and money in the way of Allah.
      v    To strive for Islamic Dawah.
      v    To nourish talents in the right direction.
      v    To maintain cleanliness and discipline
      v    To set good standards of Physical Fitness.
      v    To develop the thirst for knowledge and grow the appetite for reading
      v    To improve the standard of education.
      v    To make proper use of time and money.

Note:    Above mentioned points will be propagated through weekly programmes, Tazkiyah Camps and Speeches of Leaders.
2] To follow the Tazkiyah Guide will be obligatory for every member.
3] At local level the following activities will be carried out:
l     Obligatory:
      v    Weekly Ijtemah
      v    Monthly Tazkiyah Camp
      v    Review and Introspection Meets
l      Optional
      v    Summer Vacation Courses.
      v    Campaigns (For example: Study (Muta’la) week, Tarbiyah week, Salat Week and Qur’an week etc.) And special programmes (like western culture, globalization, Islamic History and programmes on other Islamic topics).
4] Nizamul Usra will be established in every unit and circle. (The sketch for Nizamul Usra is attached)
5] The following activities will be carried out at Zonal Level:
      v    Members Meet
      v    Unit and Circle office bearers’ camp.
      v    Tazkiyah Week.
6] Depending upon the conditions and requirements, the following programmes will also be conducted at Zonal Level:
      v    Cadre Conference
      v    SIO schools
      v    Training Camps for campus dawah workers.
      v    Other camps and programmes.
7] Following programmes will be conducted at Central level.
      v     Zonal office bearers Camp
      v     Selected Members Camp
      v     Training Camp for office bearers of selected zones and selected members from North Indian region.
      v     HRD Camp
8] Youm-e-Infaq (Day for spending in the way of Allah) will be observed at Central level.
9] It will be obligatory for all applicants for membership to study the following books before applying for membership.

Associates will also be motivated to study these books.
Note:    taking into account their needs and circumstances units will ponder and take on suitable means to bring Muslim students and youth closer to the organiasation.
* These are not the actual translations of Urdu Books rather the most appropriate substitutes available are provided.
B]
1.   Groups will be formed to develop the talents of junior circles at Local level
2.   Weekly meeting of Junior Circles will be conducted.
3. Zonal level festivals of the school students will be organised.
4.   Junior Circle organizers will be elected at Local level.
5. According to convenience Campaigns and Special days will be organized for JAC.
6. Units/Circles will adopt suitable means as per their conditions and needs for the Tazkiyah and Activism among Junior Associates.

Organisation

Every Unit will establish the branch of the Organisation at least in one college and try to consolidate the already established branches.
2. Every unit will establish the branches of the Organisation in at least two high schools and try to consolidate the already established branches.
Every Zone will try to establish the branch of the Organisation at least in one university and will try to increase the presence and influence of the organisation there.
Efforts will be made to bring the students of selected prestigious institutes of the country closer to the organisation.
Every Zone will try to establish the branches of the Organisation in professional and management colleges.
JAC will be established in every Unit and Circle.
In this Term special attention will be paid for proportional growth in number of Members and Junior Associates. For that,
i) Every member will make two new applicant members.
ii) Special programmes will be conducted at Zonal level for making new Junior Associates in both years of the Term.
For the wide introduction of the Organisation every member will introduce SIO to 20 new people.
Centre will send squads to its weaker and developing Zones for the expansion and consolidation of the work.
Every Zone will send squads to its weaker regions for the expansion and consolidation of the work.
Special attention will be paid towards urban areas for the expansion and consolidation of the Organisation.
Organisation’s branches will be established at all the districts Hqrs of Maharastra South, Maharastra North, Tamil Nadu, West Bengal and Bihar. In selected districts of UP West organisation’s branches will be established.
Equal attention will be paid towards expansion and consolidation of the Organisation in UP (E), Delhi, Jharkhand, Rajasthan and Goa.
Special attention will be paid for the consolidation of Organisation in Assam North, Gujarat, Jharkhand and MP (E).
The efforts will be made for the establishment of the Organisation and expansion in M.P (W), Assam South, Orissa, Andaman, Lakswadeep, Haryana, Manipur, Meghalaya and Punjab.
Andhra Pradesh, Karnataka and Kerala will develop a university as Ideal University Campus respectively.
Baitulmal will be consolidated in every Developing Zones.
The Baitulmal will be established and consolidated in every Unit and Circle
PR in-charges will be appointed in all Zones.
Organisation’s foundation day will be celebrated as Students’ Day by launching a one day campaign for SIO’s wide introduction.
Media Cell will be established in every Zone according to the needs and conditions
Every Zone will carry out special PR efforts in at least two major cities other than the state capital.
Special efforts will be taken for wider circulation of Organisation’s Organs.
At the completion of 25 years of Organisation’s journey special programmes will be conducted.

“Nizam ul usrah” OutLine

In order to give a practical form to ‘Tazkiyah guide’ ‘Nizam ul Usrah’ will be establish in every unit and circle. For this, groups of individuals called ‘Usrah’ will be made.
Every group will be of at least two individuals and at the most five individuals. Ideal strength will be of three individual.
Every Muslim student/youth can be included in ‘Nizam-ul-usrah’.
It is better that every member and active associate should make their separate Usrah group.
Individuals of organization should establish their Ursrah with accordance with their temperament and comfort.
Every Usrah should have one leader and who is a member or an active associate of the organization.
Unit president or responsible member for Tazkiyah should from time to time involve in Usrah personally and should guide them properly.
Every group should gather daily at a proper place. Meeting of the group can be held at any place on a set time. It can be done in accordance with comfort during leisure time, while walking, and in adjoining prayer/ Namaz times.

Programmes of ‘Takiya guide’ whose implementation
will be in group are as follows:

v      Reading/ recitation of Qura’an with correctness
v      Memorization of Qura’an and appropriate reading of memorized verses.
v      Memorization of ‘Azkaar’, Dua and Ahadeeth.
v      Members of Ursah should atleast once in a month manage to hold traditional (as practiced by holy prophet (PBUH)) fast.
v      Helping one another in giving serving the mosque and jama’at arrangements/management.
v      Will do introspection (Ehtisaab) and Tazkeerof one another regarding all programmes in the light of ‘Tazkiya Guide’ and will do group study of ‘Tazkiya Guide’ once in a week and survey our deeds in its light.

Aims and Objective

Mission
The mission of the organisation shall be to prepare the students and youth for the reconstruction of the society in the light of divine guidance.

Aims and objectives:
1. To present Islamic Dawah before students and youth
2. To promote and Cultivate the true knowledge and understanding of Deen (Islam) among students and youth.
3. To prepare students and youth for leading their individual and collective lives in accordance with the Quran and Sunnah.
4. To mobilise students and youth for promoting virtues (Maroof) and uprooting evils (Munkar)
5. To promote moral values in educational system and better academic and moral atmosphere in educational institutions.
6. To make arrangements for all round development of the individuals attached with the organisation, to nourish their tallents and to make them usefull for the Islamic Movement
